I would take this article with a large pinch of salt. The source can't even distinguish between Great Britain and the United Kingdom. Northern Ireland is in the UK.

I can figure why Brits would go to Sofia (skiing), but I can't imagine Bucharest would be drowning under Englishmen.

Not quite sure what you meant ... "drowning" is the process of experiencing respiratory impairment from submersion/immersion in liquid.
 
Why thank you, it also means "cover completely or make imperceptible", hopefully everyone understood the figurative sense of the word.

And are you sure the above recording is from Romania? The helicopter is registered in Norway, so... even then, extreme downhill skiing is probably not enough to bring Bucharest among the most popular winter destinations.
